NYS Parks Long Island Region Landscape Architecture Term Contract Available

Request for Qualifications (RFQ) – The New York Office of Parks, Recreation & Historic Preservation (OPR&HP) is seeking to retain one (1) licensed and registered Landscape Architectural design team to provide professional services on a term contracting basis for the LONG ISLAND State Park Region.

 

Services to be Provided – Assignments (specific projects are not yet determined) will be on an as-needed basis and typically include feasibility and program studies; concept, schematic, design development and construction documents; high-quality presentation renderings; estimating; site investigations; assessments; reports; and related services in support of the capital program for facilities in the identified Parks Region. The general, but not specific, projects are anticipated to include:

 

  • Athletic Fields
  • Campgrounds
  • Beach and Pool Area Improvements
  • Historic Landscape Reconstructions
  • Stormwater and Erosion Control
  • Wetland Restoration
  • Playgrounds
  • Signage
  • Bridges, Roads, Pathways, Trails, and other supporting infrastructure.

The disciplines required to provide the professional design services for the referenced facilities include but are not limited to: Landscape Architecture, Architecture, Civil Engineering, Structural Engineering and Surveying.

Estimate of Cost – The total compensation over the term of the agreement shall not exceed $1,500,000 unless supplemented otherwise.

Contract Term – The term of the contract is thirty-six (36) months, unless supplemented otherwise, and commences upon contract approval by the Office of the Comptroller.

Proposal Format and Submission Instructions

Interested firms shall submit their qualifications consisting of four (4) copies of a Letter of Interest , the firm’s most recent SF 330 or SF 254 and SF 255 (Federal or State Modified), and a Portfolio of not more than 15 double sided 8 ½” x 11” pages, describing the firm’s qualifications, relevant experience, proposed staffing, proposed sub-consultants and present workload. Professional firms, licensed to practice Landscape Architecture in New York State, including Minority and Women-Owned firms are encouraged to reply.

Selection of the firm(s) deemed to be “the most highly qualified” shall be in accordance with Qualification Based Selection Procedures. For this proposed Professional Design Service Term Contract the following shall be submitted:

1.     Prime consultant firm and staff experience. (35% of score). Provide a background of the firm as well as brief information on each key staff member assigned to the project, indicating professional accreditation, awards, relevant experience, and relevant areas of expertise. Provide a brief description and listing of directly related project experience, and indirectly related experience. Describe sustainable design experience. Provide dates for all projects listed to indicate whether the experience listed is current. Note references for key staff and projects with name, designation, organization name, phone number, and how the references relate to this specific project.

Only those personnel that will be assigned to this project should be listed.

2.     Design and Technical Skills. (35% of score). The Portfolio project documentation shall consist of photographs and drawings (renderings and sketches) that display the Prime consultant firm’s design and representation skills. Provide examples of projects that display the firm’s detailing and technical skills, as well as any other information that supports the team’s skills in those areas. List awards and publications which show previous work has been approved by relevant peers.

3.     Sub-consultant team, firms and staff experience. (30% of score). Provide a background of the firms as well as brief information on each key staff member assigned to the project (including necessary experts) indicating professional accreditation, awards, relevant experience, and relevant areas of expertise. Provide a brief description and listing of directly related project experience, and indirectly related experience. Provide dates for all projects listed to indicate whether the experience listed is current. For multi-discipline firms, identify which discipline(s) were involved in each project listed.

Only those personnel that will be assigned to this project should be listed.

Evaluation

The selection committee may disqualify any response that is incomplete or missing important required information, as determined at the sole discretion of the selection committee. The selection committee will evaluate the submissions based on the submission supplied, the references supplied, and/or interviews with the responders (in the event the selection committee chooses to conduct interviews). Note: In addition to provided references the State reserves the right to consider other sources, including staff for references.

The top-ranked firms on the “short list” may be requested to prepare and give oral presentations before the State Parks selection committee.

The due date for the submittal is the close of business March 31, 2017.

The goal for Minority Business subcontracting goal is 3%. The goal for Women-owned business subcontracting goal is 3%.

Licensing Requirements

Designated firms must submit proof of authority to practice Landscape Architecture in NYS immediately upon designation.
