Environment and Planning division aims to protect, restore, and expand New York City Parks including green spaces and natural areas to maximize their benefits for environmental and community health and resilience. The Natural Resources Group’s mission is to protect, restore, expand, and manage New York City’s over 12,000 acres of natural spaces and green infrastructure across the five boroughs, including forests, grasslands, and wetlands.

MAJOR RESPONSIBILITIES

    • Under the direction of the Assistant Commissioner of Natural Resources & Planning, in the Division of Environment and Planning, with wide latitude for the exercise of independent judgment and decision-making, oversee the protection, restoration, management and conservation of Parks’ 12,000 acres of natural spaces.
    • Provide senior-level management for the design, procurement and implementation of capital natural areas restoration and green infrastructure projects.
    • Oversee in-house conservation and natural resource management efforts, including coordination of the division’s stewardship outreach and engagement efforts in natural areas, as well as plant production.
    • Ensure GIS & analytical tools are applied to enhance policy decisions and program management.
    • Work with senior staff on all associated budget, procurement, personnel, administrative, productivity reporting, database management, tracking and related programs.
    • Collaborate with executive staff on implementation of division initiatives including strategic planning, DEIB, retention, communication, and implementation
    • Develop protocols to ensure coordination and effective delivery of NRG services to other divisions of the Agency, other agencies, and the public.
    • Manage and motivate assigned staff to meet agency objectives. Help plan and implement staff training programs and perform staff evaluations. Communicate clearly and effectively with all levels of management.
    • Pursue funding through grants and other sources to support natural areas management.
    • Support the work of the Urban Field Station and partnerships with other agencies and organizations contributing to scientific research, monitoring and natural resource management.
    • Represent the Agency and division at meetings, hearings, conferences, and other venues.

 

QUALIFICATION REQUIREMENTS

    1. A baccalaureate degree from an accredited college with major study in horticulture, arboriculture or landscape architecture and four years of full-time, paid experience in horticultural work of which two (2) years must have been in a supervisory, administrative, consultative, managerial or executive capacity; or
    1. A satisfactory equivalent. However, all candidates must have at least a high school diploma or evidence of having passed an examination for a high school equivalency diploma and one year of supervisory, administrative, consultative, managerial or executive experience as described above.

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service.  New York City residency required for all other candidates.

 

PREFERRED SKILLS/QUALIFICATIONS

    1. A master’s degree with a specialization in a natural resource management field or a related subject, and 10 years of experience in natural resource management or a related subject.
    1. Strong knowledge of agency structure and divisions and/or government operations.
    1. Excellent management, administrative, supervisory and communication skills. Proven record of goals-based accomplishment.
    1. At least five years of direct supervision of supervisory and line staff in diverse task areas including technical functions.
    1. Experience in fiscal, personnel, contracts and inventory management.
    1. Proficiency in computer software including Microsoft Word, Excel and Access and Internet usage.
    1. Valid New York State driver license.

 

Salary: $130,000 – $140,000 plus excellent benefits
