Climate Resilience Program Manager

As the Climate Resilience Program Manager, you will lead staff to implement the Climate-adaptive Communities Benefit in the Hudson River Estuary Program’s Action Agenda (http://www.dec.ny.gov/lands/4920.html). You will coordinate with communities, partners, and researchers to fund, develop, and implement innovative solutions to climate adaptation and resilience. This includes managing staff and contractors to deliver effective research, outreach, technical assistance, and design on natural and equitable solutions to climate change at local, regional, and state levels.

Climate resilience programs will consider issues of diversity, equity, inclusion, and justice (DEIJ) to help ensure underrepresented groups are meaningfully engaged through this program and that our work improves conditions in disadvantaged communities and mitigates negative impacts on them, where feasible.

Additionally, you will work closely with the Hudson River Estuary Program (HREP) Manager to assist in implementing HREP Action Agenda climate resilience priorities. As an integral member of the HREP and WRI team, you will work with staff from various partner programs, agencies, and organizations, participate in statewide climate adaptation policy and initiatives, and act as a technical agent or representative of the DEC.

We are looking for a talented individual that excels at building and maintaining effective relationships with diverse stakeholders. We need someone who wants to protect and revitalize the Hudson River and its valley. Additionally, we need someone who has the following:

    • Bachelor’s degree and 5+ years of experience in a field related to climate resilience science, natural resource management, engineering, planning, public policy and/or related fields, or equivalent combination of education and experience.
    • Excellent writing and oral communication skills, including public speaking and ability to translate technical information into plain language.
    • Demonstrated in-depth knowledge of the causes and impacts of climate change, as well as nature-based solutions for climate adaptation and resilience in coastal and tributary systems.
    • Experience with program delivery, evaluation, and management in a public administration setting.
    • Experience with developing and managing budgets.
    • Willingness and demonstrated aptitude for supervising others.
    • Experience coordinating projects with diverse stakeholders and partners with a range of interests and backgrounds to address policy.
    • Experience managing grants and/or contracts.
    • Must be comfortable with multitasking and adapt to competing priorities.
    • Experience managing multiple projects, schedules, and priorities in a deadline-driven environment.
    • Ability to exercise sound and ethical judgment when acting on behalf of the University and the Hudson River Estuary Program.
    • Ability to occasionally work nights and weekends to attend specific meetings or events.
    • Solid background in climate science, estuarine ecology, conservation, capacity building, and communications.
    • Proficient computer skills, including Microsoft Office (Excel, PowerPoint, Word), ArcGIS, and remote work platforms (e.g., Teams, Zoom).
    • Must be able to meet the travel requirements of the position, and have reliable transportation as well as have and maintain a valid and unrestricted New York State driver’s license.
    • Experience in and/or demonstrated commitment to supporting diversity, equity, access, inclusion, and well-being.
    • Demonstrated skill in understanding of cultural differences.

    • Master’s degree in environmental or natural science, environmental policy, planning, landscape architecture, or related field.

Knowledge of one or more of the following:

    • Hudson River estuary and Hudson Valley region and environmental issues.

 

    • Working knowledge and/or lived experience with Diversity, Equity, Inclusion and Justice (DEIJ) issues, including environmental justice.
    • New York State climate policy, guidance, Climate Smart Communities, and funding programs.
    • Experience with program development.
    • Experience with developing or implementing academic research partnerships.
    • Experience facilitating policy working groups, including government agencies, NGOs, research institutions, and others.
    • Experience with the design and implementation of strategic planning and program evaluation processes.
    • Ability to analyze scientific data to develop policy strategies and messages for the public.
    • Marketing or communications experience for a variety of audiences.
    • Ability to use Geographic Information Systems (GIS) for mapping and spatial analysis.

 

This position is full-time (40 hours/week) and will be located in the DEC’s Region 3 Office in New Paltz, New York. This is a two-year appointment with possible extension depending on funding and performance.
